The Raccoon City Police Department, or R.P.D. for short, was the city's police force, responsible for enforcing the law and keeping the peace in the city. They were a well-equipped force, with two elite units (S.T.A.R.S. and its successor the S.P.F.). The R.P.D.'s main headquarters, a former art museum, was in Downtown Raccoon, on Ennerdale Street, one of the city's main streets.
